About Us
Lifeline Organization for Children Empowerment (LOCE) is a non-profit incorporated by Corporate Affairs Commission in 2013. LOCE is dedicated and committed to improve and advance the quality of life of children especially those with disabilities through the provision of medical support (treatment, prevention, rehabilitation), educational support and lifeskill, promote inclusion and equal opportunity for all children without neglecting the importance of empowering their parents and caregivers on good parenting skills.
Background
Lifeline Organization for Children Empowerment (LOCE) is a non-profit incorporated by the Corporate Affairs Commission in 2013. LOCE is dedicated and committed to improving and advancing the quality of life of children, especially those with disabilities. LOCE’s core thematic areas are Health, Education and Psychosocial Support, which it intentionally drives to contribute to the achievement of Goals 3, 4 and 5 of the Sustainable Development Goals, that is, Ensure healthy lives and promote well-being for all at all ages; Ensure inclusive and equitable quality education and promote lifelong learning opportunities for all and Reduce inequality within and among countries respectively.
According to the United Nations, people with disabilities are about one billion people, which account for about 15% of the world’s population as of November 2021. The World Bank further estimates that disability is higher in developing countries in the same period. These people have continued to experience exclusion in our society; indeed, they are among the worst hit during a crisis. LOCE has a six-man Board of Trustees drawn from the private sector with complementary skills and diverse expertise. LOCE envisions a world where all children, especially children with disabilities, have access to a good life. The underlying mission of LOCE is to holistically empower children and women to enable them to attain their full potential in life.

Our Strategic Objectives
LOCE’s organizational strategies and priorities are strategically linked and have relationships between portfolios (different intervention areas or projects). LOCE employs project prioritization to deploy interventions relevant to its strategic direction. LOCE’s initiatives are focused on the promise of the 2030 Agenda for Sustainable Development to leave no one behind.
The strategic objectives of LOCE, based on the current level of intervention and fund availability, are:
- To provide care and support services (medical) to vulnerable children, train and educate/equip caregivers at orphanage homes to better give balanced and total child care to children, especially those living with disabilities.
- To provide education support by ensuring special needs children are in school and learning. LOCE strengthens the capacity of families, teachers, and caregivers to meet their needs appropriately.
- To promote awareness of sexual and reproductive health rights programs targeted at young girls. LOCE works to prevent teenage/early pregnancies, increase girl child enrolment in schools and economically empower them.
Program Implementation Approaches and Techniques
To ensure the provision of equal opportunity to children living with disabilities, LOCE has implemented a holistic strategy to empower their parents and caregivers with requisite parenting skills, which has resulted in inclusion. LOCE works through the following interlinked approaches and techniques:
- Mobilization and Education.
- Capacity Enhancement.
- Advocacy.
- Economic Empowerment and Service Delivery.
- Information, Education, and Communication (IEC) and Behavioral Change Interventions
- (BCI).
- Inter-Organizational Collaboration (Networking) and Strategic Partnership Building.
- Referrals.
